Underneath London Bridge the pavement is inset with these panels of flashing lights which are pretty cool. A small patch of light fell creating a natural vignette

What are the flashing lights for? Public art or are they for safety? I'm curious...don't think I've ever seen anything quite like that.

I am trying to work out what it is being reflected in the tiles (if it is a reflection?).

I know this spot very well. I've stood and gazed down at the lights on many occasion. Just to the left under the bridge is a new scary exhibition that we visited and our walk from here takes us on to the South bank and towards the Royal festival hall.
